Ridgemark XI HOA Special Homeowners Meeting – Wednesday, March 1, 2017

The board of directors have arranged for a meeting with Geary Coats of Coasts Consulting who represents Mr. Wynn, the owner of Ridgemark Golf and Country Club.  Mr. Coats will be presenting an update to the Master Plan for Ridgemark Golf and Country Club.  He will be reviewing the final site plan that will be submitted to  San Benito County for review and approval.

We will be meeting in the Ridgemark club house at 7:00 PM on Wednesday, March 1st. All homeowners of Ridgemark XI are invited and urged to attend this meeting.

The meeting was called to order at 7:00 PM by Bill Baker

  1. Architectural Review Committee:

Bill Baker will speak with golf course regarding blocking the shortcut off Ridgemark Dr. on the 8th hole.

Lot 701:  Dog run roof will be lowered to 6 feet per the specifications presented to the ARC.

Lot 700:  The homeowners were notified about parking their vehicles on the street and the parking will be monitored.

Lot 627:  Lot is back on the market.  Harry Hill will review the plans of any home to be constructed on the property.

Jim Maestri asked the ARC to notify neighbors of planned projects near their property as a courtesy.  It was also discussed that property owners should, as a courtesy, discuss their plans with neighbors before undertaking the project.

2. Ridgemark Estates Guards and Roads Council:

Parris Giunta will ask if the guard shack can handout notices to reported speeders at the next guards and roads council meeting.

Old Business:

Speeding Awareness Campaign:

Bill Baker and Heidi Lipp reported the parties involved in theft and vandalizing the speeding awareness signs in September and November have been cited by the San Benito Sheriff’s Department and will face misdemeanor charges in court.

More signs were placed on our roads in November. These signs stolen in on evening of December 31.  A resident found them discarded on Quien Sabe Road in Tres Pinos and returned them to the guard shack.  Two signs are still useable and will be placed on our roads by Dennis Hughes.

With the disappointing results of the signs, the board has investigated and discussed rubber speed humps and/or speed indicator signs.  Homeowners will be mailed a package of options before the next board meeting so they can indicate their preferences with a ballot.  The board will review and discuss the results of the mailing and move forward with a plan.

Bill Baker asked Dennis Hughes to contact the CHP regarding monitoring our HOA streets.

New Business:

Election of Directors:

The results of the balloting for the two open director positions was reported by association bookkeeper, Ellen Fisher. 62 ballots were received and counted.  Parris Giunta and Heidi Lipp were elected to serve two more years on the board of directors.

Electronic Billing:

Ellen Fisher reported she has received 20 requests for electronic billing.   Another insert will be in the next statement asking homeowners if they want to receive their statements via email rather than mail.  Heidi Lipp will also send out a separate email reminder to all homeowners on our distribution list.

Wynn Development Plans:

Bill Baker will request a meeting with Geary Coats of Coats Consulting who represents Mr. Wynn for an update on the development plans for Ridgemark Golf and Country Club. 

Road Resurfacing:

Bill Baker will appoint some directors to study the resurfacing of our roads and make a report to the board of directors.

Financial Report:  The financial report and 2017 budget were approved.   Kelly Mitchell explained that our CD was converted from a one year to a two year CD because of the better interest rate, and if we needed the funds, the penalty would less than the lost interest.

Committee to check with golf course on dead tree on hole 7 and dead trees by back gate.

Shortcut off Ridgemark Drive used by some golfers by hole 8 needs to be addressed.   We are considering more bushes or boulders to block the path used by the carts.

Lot 643:  Trailer has been in driveway over 48 hours.

Lot 631:  Semi-truck has been parked on street for over 48 hours.

Lot 609:  Request for approval of solar panels.

  1. Ridgemark Estates Guards and Roads Council:

New security cameras are being considered for the security gates.

Two months ago, a truck drove across several lawns on South Ridgemark Drive.   In October, a truck did the same on Ridgemark Drive.  It was reported by one of our homeowners that it happened again on South Ridgemark Drive.  Both times the security guards were informed and recorded the incidents but the culprits have not been identified.

Old Business:

Speeding Awareness Campaign:

The original speeding awareness signs were stolen.  The signs were  vandalized and some were left in front of a homeowner’s property and also on the radar speed trailer on loan from the county.  The sheriff’s department is involved and is investigating the case.   There is a video showing the thief stealing one of the signs from the front of one home.  It has been traced back to a tenant of a homeowner.  The board will be requesting a meeting with the homeowner and tenant.   Signs have been replaced by board members.

If speeding awareness campaign does not work, the board will consider speed humps at our meeting in February.   There will be vote of all homeowners before any speed humps are installed.

Block Party:

Approximately 50 homeowners attended the party.   The weather was hot but the company was great.  The board is discussing another block party for the fall of 2017.

New Business:

Board of Directors Openings:

There will be two openings on the board next year.  If you are interested in becoming a candidate, please go to the RMXIHOA website, (https://ridgemarkhoaxi.com/) and download and complete a statement of candidacy.   The form will also be attached to this email. The forms are due by December 15 to Bill Baker at 1000 Paullus Drive.  We will announce the results of the election at the February 15, 2017 board meeting.

            reported.  Plans for building on lot 627 were submitted and approved.  Home is

            on 14,000 sq ft. lot with an approximate 3000 sq ft home.  Plans to be reviewed  by              the County  before final approval.

Old Business:

            -Speed awareness program ongoing. 

                        -reminder stickers are being given to visitors coming thru the front

New Business:

-Presentation on the Ridgemark Concept Plan was made by Geary Coates, the project manager for John Wynn, about the future development of homes within Ridgemark Golf and Country Club

-In summary, 26 homes sites are proposed along Paullus, and Ridgemark Drive as part of our HOA.  There will be around 190 homes total within all of Ridgemark

Estates. Ridgemark XI homes are in Phase 3.  Phase 1 will probably start in 2018. This involves the area of the current driving range, entrance to Ridgemark and possibly some commercial structures.  The county approval process and various reports need to be completed before final approval is given.  Various independent home builders will be involved.  All homes built in our HOA area will conform to our CC&Rs.  Best estimated time for development in our area is 2020.

-The current 18 hole golf course layout is under review by a golf course design consulting company.

Speed Awareness Program Update

On July 12th your Board of Directors started our speed awareness campaign on Paullus and Ridgemark Drives.  A total of ten signs were posted on our roads and we posted copies of these signs on our website as well as emailed them to our homeowners. Now five signs have been confiscated and some were taken off the personal property of some homeowners who wanted to cooperate with the program.  This is very disappointing. 

This program was approved at our May board and homeowners meeting and the board spent the time and money to have these signs developed and then placed on our roads. There have been positive comments to the board supporting the program and only one homeowner expressed negative comments. We paid for these signs from the RM XI funds and so stealing our signs is stealing from the homeowners of RM XI HOA.

If you have any knowledge of who may have taken these signs, please notify me or any other board member.  If you see anyone tampering with our signs, please notify any board member.

Also, if you are renting or leasing your home, you have the responsibility of notifying the occupants of the 25 MPH speed limit in Ridgemark.  We have had reports of speeders going to homes that are leased.  If your home is rented, it is your responsibility to make the occupants aware of the speed awareness program because they are not on our distribution list.  Or, you can provide the board with their names and email addresses so we can add them to the distribution list. 

As the Ridgemark XI HOA Board, our job is to listen to the concerns of our members and follow up with positive solutions. This Speeding Awareness Campaign is a response to the continued complaints about speeding we receive from our members and this speed awareness program is a reasonable solution aside from placing speed humps on all of our roads. Because of this we ask for our members support in continuing this positive solution. We know that many speeders are visitors or service businesses driving through our neighborhood and we want our 25 mph speed limit visible to all those who are either not aware or disrespecting of the posted speed limit.

We will continue this speeding awareness program and plan to replace the stolen signs. We have witnessed the positive effect of speeding awareness program. People are slowing down and observing the 25 MPH limit.  We appreciate your continued cooperation.
