Minutes for March 8, 2016

The meeting was called to order at 7:00 pm.

Board Members Present: The following were present: Parris Giunta, Jose Fernandez,  Jim Maestri, Bill Baker, Mike Smith, and Heidi Lipp.

Visitors: R. Pepper Hughes, E. Dennis Hughes, Harry Hill, Kathy Hill, Paul Namkoong, Kelly Mitchell, Jim Maxwell, Eric Barton, Dottie Eissmann, Ellen Fisher, and Ann Fudge.

Minutes: The minutes from the November 10, 2015 meeting were approved.

Committee Reports:

Architectural Review Committee:

The only outstanding item is an RV camper on premises for over 48 hours.   Other homeowners nearby asked board to speak to homeowner.

Any painting or landscaping changes need to reviewed and approved by the ARC per Section 6.0 and Section 7 of the CC&R’s.

Ridgemark Estates Guards and Roads Council:

There was a question and discussion about emergency vehicle (ambulance) access at back gate. In a recent emergency,  the fire department vehicle had access but the ambulance did not.

There some discussion of the guard service notifying homeowners of visitors. Some homeowners reported they were notified and others said they never are notified.

Some homeowners reported unauthorized people going door to door attempting to sell services.

Bill Baker will report all of these incidents to the First Alarm supervisor.

 

Old Business:

Speeding awareness: Sandwich boards, lawn signs and notices at the gate will be implemented by the new board in March, April and May.

Election results:

69 ballots were cast which represents a quorum. Bill Baker, Harry Hill,  E. Dennis Hughes, Kelly Mitchell, and Paul Namkoong were elected.  The oath of office was conducted by Bill Baker.

The board would like to thank Gary Edgerle, Jose Fernandez, Jim Maestri, and Mike Smith for their service to the community as they step down from their roles on the Ridgemark Unit XI Homeowners Association Board.

Meeting adjourned at 7:29 pm.   The next meeting is May 10, 2016 at 7:00 pm.

Letter to Ridgemark XI Homeowners

January 30, 2016

 

To Ridgemark XI Homeowners:

The annual meeting scheduled for February 9th has been delayed until March 8th at 7:00 in the Santa Ana Room of the Ridgemark Clubhouse.

The reason for the delay is that the board felt we needed more time to get Ridgemark XI homeowners to submit candidacy forms for the board of directors. We have four board members retiring from the board at the March meeting, and we currently have only two candidates who have submitted candidacy forms.  We need at least two more candidates to stand for election to the board to fill the four vacancies on the board.

The Board asks all homeowners to give serious consideration to serving on the board of directors. The term is for two years, and you will find it beneficial and rewarding to be involved in maintaining and improving the quality of life in Ridgemark.   The time requirement is minimal with four board meetings a year, they usually last 1-2 hours. The by-laws limit one member from each home in Ridgemark XI to serve on the board at the same time.  So we cannot accept two candidates from one home.

Candidacy forms are available from any board member, or you can download a copy from our website, www.ridgemarkhoaxi.com. See the posting dated December 27, 2015.

It is important that we have a full board so that the responsibilities of the board can be shared by all the board members. If we cannot get enough interest from the homeowners to serve on the board, then we may have to consider hiring a management company which will lead to an increase in costs that will be reflected in the monthly association dues.  Or, we may have to consider another option which is to dissolve our homeowners association and join the Ridgemark Homeowners Association.  This too will lead to higher association dues.  These are options which Ridgemark XI homeowners have rejected in the past.  So, please give consideration to giving some of your time to serve on the board of directors.

Candidates Needed for Ridgemark XI HOA Board of Directors

The RMHOA XI Board of Directors has 7 members.  Five director’s terms are expiring in February. Two of  directors have decided to be candidates again for the board and three directors are retiring.  Therefore we need candidates to stand for election to the board for a term of two years.

If you or someone you think should be a candidate for the board of directors, please have them complete a Statement of Candidacy and return the completed form to a member of the nominating committee (Bill Baker, 1000 Paullus Dr., Hollister, CA 95023 or Heidi Lipp, 835 Paullus Dr., Hollister, CA 95023) by no later than January 8, 2016.

There are 5 director positions open, 2 current directors will be incumbents and 3 new director positions need to be filled.  Officers of the board are decided at the February meeting by the members of the new seven member board.  The positions are president, vice president, secretary, treasure, and three members of the architectural committee.

A voting information package will be mailed to all property owners of record in January, 2016.  Ballots will be counted and the results will be announced at the February 9, 2016 annual all members meeting.  There will be no provision for nominations from the floor at the annual meeting.  Homeowners interested in running for a director position must make their candidacy known to the nominating committee or the board by January 8, 2016.

This is your opportunity to have a voice in the direction of Ridgemark XI HOA.  Please give this opportunity to serve your community serious consideration.

The meeting was called to order at 7:00 pm.

Minutes:  The minutes from the August 11, 2015 meeting were approved.

The enforcement of the Quick Pass Program appears to be running smoothly.  Please report any issues to the board via email.  (See website for contact information of board members).

Old Business:

Ridgemark HOA vs. JMK :

Settlement documents have been distributed to members of Ridgemark HOA.   Members will be voting on the settlement in a few weeks.    A representative of the Ridgemark HOA will update RMK Unit XI after the vote is completed.

Speeding Awareness:

The board will be starting an awareness campaign on speeding.  An insert will be included with the quarterly dues statement.  We will start the campaign next year.

We will be looking into placing lawn signs on some homeowners’ properties reminding drivers of the speed limit on our roads.

Letters will be sent to speeders that can be identified.  Business vehicles that are speeding will be notified.

A sandwich board reminding visitors about the speed limit will be at the guard shack.  Visitors will be given small cards when entering Ridgemark reminding them of the speed limit.

The board is starting the process of requesting a study for the intersection of Paullus Dr. and Ridgemark Dr.  in order to get approval for a stop sign on Paulllus Dr.    Drivers should always exercise caution and safe speed when approaching this area.

Facebook and Website:

The website address is ridgemarkhoaxi.com.  Minutes, CC&R’S,  By-laws, and the who to call list can be accessed on this site.  The  Ridgemark XI HOA Facebook page is a community  bulletin board.  It will feature news, events, requests, posts, and even lost pets.  If you would like to join, go to facebook/ridgemarkhoaxi and request to join group or e-mail parris@acquacures.com.

Block Party:

The September block party was a huge success according to reports from homeowners that attended.  It was wonderful to meet new and old neighbors.  Plans for two block parties next year were discussed, one in the Spring and another in the Fall.  More details to be worked out by the board.

It is anticipated that there will be 3 openings on the board next year starting at the February meeting. Candidacy forms are on the website.  The board will need the candidacy forms back by December from anyone interested in being on the board.  Please return your completed candidacy form to Bill Baker. Voting will take place in January and the results will be announced at the February board meeting.

The board discussed electronic billing in the future.  Homeowners will be given an option of electronic or paper delivery.  Minutes are available via email or on the website.   Paper copies will be available by request.  The details will be worked out and discussed at the February board meeting.

The meeting was called to order at 7:00 PM.

Board Members Present:  The following were present:  Jose Fernandez, Parris Giunta, Jim Maestri, Bill Baker, Mike Smith and Heidi Lipp.

  1. Architectural Review Committee:

Architectural Control article is posted on the Ridgemark XI HOA website: ridgemarkhoaxi.com.  All members are urged to review this article in order to be aware of their responsibility to get Architectural Committee approval for changes to their property.  Landscaping changes need to be approved.  Any exterior painting must be approved.  Tree removal must be approved by county for trees 10 feet high and 3 feet trunk as well as approval by the Architectural Committee.

  1. Landscape Maintenance: Per the CC&R’s, the property 10 ft from the curb belongs to the HOA as an easement or right of way.    Property lines are marked by an X on the curb gutter.

San Benito County watering days:  Odd addresses:  Tuesday and Saturday.  Even addresses:                 Wednesday and Sunday.    San Benito County has decreased their water usage from 29% to                    39%.

Old Business: 

 a. Ridgemark HOA Update:

When the agreement between the Ridgemark HOA and John Wynn is completed, it will be submitted to the Ridgemark HOA membership for a vote.   It will require a majority of home owners present to pass.

Wynn will have the right to build up to 190 homes.

Wynn will return roads to their condition before construction.  Any home build adjacent to Ridgemark XI be assessed by both associations.

Walking trails created by Wynn will be deeded to Ridgemark HOA.

The entrance to Ridgemark may be widened to 4 lanes from Airline Hwy to Donald Drive to accommodate planned commercial development and additional home owners.

Bates is the name of the owner that will develop the Lompa property.

bRoads and Speeding:

CSA#9 Funds Report:  The fund only covers drainage and lighting.  All requests for information and funding must go through the Ridgemark HOA Board.   A stop sign at Paullus and Ridgemark would need to be paid for by the HOA.  Any street painting costs would also be our responsibility.  Heidi will check on the permit procedure.

Speed Radar Trailer:  The cost for a new trailer is $3600 for a basic radar trailer.   The cost for a trailer with picture taking features is $12000.  No decision was made on this option to reduce speeding.

Pepper Hughes suggested a door to door campaign to heighten awareness of the speeding problems in our community.  A suggestion was made to have the guard shack hand out speed reminders to guests at the gate.  The speed limit is 25 mph. The Board agreed to take Pepper Hughes’ suggestion under advisement for potential implementation.

c. Quick Pass System Enforcement:

All visitors must be on the list to be admitted to the property.  Homeowners can register their account with Linda Lang at Thelander Management.  Her contact info is 831-758-2855 or linda@thelandermgmt.com.      

d. RM XI HOA Facebook Page and Website:
